Regarding TN -> GC thru EB2 row

I am currently working on TN visa and planning to apply for GC under EB2 as soon as my US master would be completed by mid of next year. My questions are:

1. Is there a way to know if the EB2 row would still be open for Canadians whose birth place is Pakistan from mid to end of 2009?
2. Does anyone know a URL at CIC's website that outlines the current status of EB2 row for each country?
3. Would a councillor route be a better options for Canadians after I-140 approval instead of going for I-485?
OR instead is it recommended to file both I-140 and I-1485 concurrently and then EAD?
4. Do I need to change my position/employment after my MS degree completions?

1. C'mon. The visa bulletin comes out every month and can change on a whim. pakistan is not one of the quota countries, so it will be RoW.

2. what would CIC have to do with this.

3. You mean consular? Probably.
4. No, but the y do need to advertise your position as EB2 worthy.
