Regarding my parents Birth certificate, my parents have had the difficulty of getting NABC as well as couple of affidavits, since none of their relatives or parents are alive now. It's next to impossible to get hold of these documents.

Couple of days back they got the declaratory order from court which contains all relevant info regarding their proof of birth. Will the NVC accept this document as primary evidence or is their possibility of getting an RFE. They have school certificates and pension papers as secondary evidence to back it up. Anyone in this similar situation please help me out before I send these documents to NVC.

Can I include the acknowledgment receipt from municipality along with these documents and write a covering letter explaining the situation they are faced with. Will this be suffice. Any response will be greatly appreciated.

Can you please give some suggestion/elucidate regarding exhausting of possible avenues which would be persuasive for NVC to approve the case.
