Regarding international travel in H4 while waiting for H1

Hi all
My wife is currently in H4 and she had applied for H1 just a few days ago through a consultant. She has not yet received a receipt etc., Can she travel international on her current H4?

Yes, she can , but she can not change her status in the US in that case, and need to get H1 stamp before start working.
