I called the customer service number that any State DMV office has.
I asked to talk to a supervisor.The first person I talked to transfered me to someone even higher cause she had no clue what was going on.
Go to the website of New York DMV.

at the bottom it says that
If you are a refugee or an asylee, a supervisor at the DMV office must approve your documents.
My advice is call customer service first. Have them re-direct you to some field supervisor.I tried looking up their phone number but I can't find it. All I found is the address for CusService..Room 136
