Refusal of one parant consent

Will the mother and the child be denied visas because the father refused to give a consent/consent letter at the US embassy?
 
A minor/child will not will not be issued with a visa if there is no consent letter from the other parent (assuming that other parent is not migrating with them).
 
If the embassy requires such a letter - and almost all of them do (one or two countries do not require it for a child born out of wedlock migrating with the mother) - then they will not issue a visa without it.
 
What if one parent is not around and can not even be seen by the other parent? This usually happens when one parent neglects the child after birth.Will this stop the child from living their American Dream?

It depends on the law of the country. You need to contact the consulate and ask what they require. If the other parent has abandoned the child, then usually the best route to go for immigration purposes is to obtain a legal order of sole custody.
