How long did it take you to receive the Reentry Permit and did you return the RTD when you filed for it.

It took me 1 month and 3 weeks to receive it.Yes my valid RTD was returned to uscis along with my application

To my knowledge, It would be more appropriate to check box c if someone doesn't have a valid NP. Or the RP has some kind of passport function which can be stamped a visa?

To check box a, we can skip part 6 and 7 of I-131?

No.Box c is for someone who wants to apply for a refugee travel document(RTD) because is an asylee/refugee Permanent Resident(like us).In your RTD,they're not gonna write anymore Class:Asylee or Refugee.They're gonna write down Classermanent Resident.That means,if you become a PR via asylum or refugee status,this is gonna be the appropriate box for you if you don't need a Reentry Permit and would like to obtain a RTD.
