Not legal advise:
I don\'t know of any reason why you cannot file I131 and travel the day after (assuming INS / someone will forward your permit to you).
Of course, there is small chance it would be denied (which means stay over 1 year is disallowed). I do know you have to apply while in the US.
In any case, you need to enter your expected date of travel.
