Reentry Permit - can i apply from outside US

My wife has permanent green card and was approved in January (after removal of condition). We are outside US, and my wife is here for almost six months, we were planning to come back to US before her six month period is over but were not able tomake it because our son is sick and the doctor told us not to travel.

Few questions --
I understnd she will lose her continued residency status as she will be out for more than 180 days, if we come back after 9/10 months, what would be the implications. We got supporting document with strong ties to US -- bank acct, house etc

Can we apply for Reentry permit from outside US and go back for fingerprinting? it says you cannot apply from outside US? it asks about intended date of departure??

I was not able to find job in US, so had to leave and is working for US company abroad, and my family is with me. I am USC and my kids are but wife has GC.

For keeping the green card the normal limit is one year outside the US without a reentry permit, not 6 months.

It's for naturalization that an absence of 6 months creates the presumption of breaking continuous residence, and a reentry permit wouldn't solve that problem.
 
So, if we come back to US every 8/9 months, we dont need reentry permit? Do they question a lot when the PR comes back after 9 months of absence from US?
 
Thanks for your reply Jack. So, can I apply for Reentry permit while we are out of US, and just come in for biometrics. Fingerprinting is taking six to eight weeks, and it is hard to stay that long, apply for REP, wait for fingerprinting and then leave.
 
No, you cannot apply when outside the US. The I-131 instructions say:

You must be physically present in the United States
when you file the Reentry Permit application.
However, a Reentry Permit may be sent to a U.S.
Embassy or consulate or Department of Homeland
Security (DHS) office abroad for you to pick up, if you
request it when you file your application.
