I got green card 1 week ago leaving US in next 2 week.
Need to file I-131.

Question - If I file paper application, will I get biometric?
I have been filing my EAD/Advance Parole on paper for last 6 years and never got a biometric request.

Is biometric tied to Online/Paper app or Re-entry permit application itself?

You need biometrics for I131, so once you apply, you can either wait for it and then leave, or leave and have someone check your mail and then come back for biometrics.
