If a person gives up his green card voluntarily in order to go back to home country and settle, can he at a later stage obtain a nonimmigrant visa like B1/B2 to visit the US temporarily? Would the consulate deny such a visa because the person had earlier had a green card? Any personal experiences on relinquishing one's green card? Thanks in advance for any replies.

Yes! I know of a guy who left the US 8 yrs ago as a GC holder and returned to India with the intention of giving up his GC. His siblings were against it and told him to return to India after taking the US citizenship. That didn't happen.
This guy got married and settled in India. He wanted to come for a visit to the US and so, he applied for a tourist visa last year. His application was denied by the US consulate. He then tried for a Canadian tourist visa and he was again denied.
The consulate asked him as to why he wanted to visit the US after giving up his GC. When he said that he wanted to see his family, he was told that his family can come to India to see him.
If a person gives up their GC, I guess the US consulates ask as to why such people would like to visit the US when they give up the GC voluntarily.

Giving up GC only means one abandon his permanent
resident in USA but does not mean he decide not to
visit USA even once.

IMHO, (Opinion)
Ideally there is no reason for B1/B2 visa denial just because someone wished to be a resident of another country. I am not sure if there is any law(or rule) that would bar the entry of a person into US for a business trip if trip is genuine and needs physical presence in US for a short duration, on that ground.
This is just my opinion. Not that I know any case in particular.
