Reduction in cap to 65,000?

Hello,

I got my H1b visa last year in Dec (changed from J1). I would be going back to India for a month in Dec 2003 and was planning to get it stamped in Mumbai then. I dont want to risk it by doing it in Canada.

Does the reduction visa cap to H1B to 65000 from Oct 1, 2003 affect my chances when I get my H1b stamped in India in Dec?

you are not under cap you have H1 approved and no problem for you get the Visa stamp
