recommended approval and now sent to the immigration judge

My brother appply for political asylum and two weeks after was recommended approval but the immigration after investigation realize that he was arrested before.well, he was never convicted because his arrest was not his fault.The immigrationtold himm that if he prove all documents from court he would be granted asylum. after one year of his approval pending they sent him a letter indicated that his case has been sent to an immigration jugde. I do not know what this means reply

It basically means that the Asylum Office denied the asylum application. He will have another shot before an immigration judge. He should get a good attorney for that.
