Recommendation letters

When you got recommendation letters, should you open them and insert to your package? OR should you keep them sealed (so INS thinks you did not see them) and insert into your package, this is a silly question, but hope anyone can reply

For your whole green card process, only your medical exam results should be sealed for your later stage, adjustment of status. You need to put all your reference letters in your application folder for I-140 petition. However those reference letters need to be written and printed with official head-papers.

I understand that reference letters count a lot but do letters from people like directors of federal institutions etc count significantly more than others.

you should keep photocopy instead. After a while, let us say half to one year, those letter needs to be updated (I mean after a while, your original one becomes out of date in your desk). Submitting original one seems more formal.

letters from low-rank people does not weigh very much; say a high- rank person refers you to somebody else for a job, you may be accepted immidiately. If from low-rank, the boss may accept you only he could not find anybody else. That was why somebody with a MS without publications still got his/her NIW petition approved, posted in this board.
 
Any sample recommendation letter is avaliable here?

I got my Ph.D. in Hong Kong Chinese University and cannot get strong recommendation from U.S.. Is there any sample letter available which I can send back to China as a reference for my professors. Thanks in advance.
