When I did my PERM we did recieve resumes. However, many of them did not meet the criteria and HR just rejected them without interviews. However, we did receive some resumes that were decent and HR interviewed them and rejected them since they needed sponsorship. I think your reason for rejection should be clear and documented. It is not necessary to interview all of them.
