Received refund check from Claims Admin Center

I received a check for $23 from FTC v. USA Immigration Services. It says that it was the refund for the GC Lottery I applied several years ago. It does not say it was from INS and when I went to FTC website, I didn't find any information about them returning money to the applicants. The amount is not exactly what I paid either.

Is this some sort of fraud or has anyone else received it?

you were probably not applying for DV lottery directly through KCC, but used a middle man. It looks like it's a refund from the middleman, since KCC never sends any refunds. Actually, it looks like money from a lawsuit of Federal Trade Commission vs. the USA Immigration Services (the middleman?).
