If your FP is deemed unreadable by FBI, they will inform INS which will ask the local office to redo the FP. In your case, the original FP must have been unacceptable. But this is, as per my understanding, clearly stated on the redo notice. BTW, this does not mean the case has been transferred to local INS office.
