Reapply in RIR?

My lawyer suggested me to apply in Non RIR for labor certification in Massachusetts in March 2002. She told me that the INS is not allowing any more RIR cases. As of today, we have not even started advertisement for this job.
I learnt last week that one of my neighbor had applied in RIR category in March 2002 and got approval!
Can I at this stage withdraw my application and file fresh in RIR?

I don't think it is a good idea!!!
In this weak economy it is better to keep your regular filing.
Ask your lawyer if she can file RIR ( May need 6 Months of Advertising) with out withdrawing the old one.

I will check with my attorney on that.
I am new to this forum and realised that I have put my query in a wrong thread(I-485 is still a long way for me!!)! I will ensure to put it in the right forum(Labor certification issues) going forward.
