Real Meaning of AC21

I want to understand the 180 days rule. I left my employer maybe 20 days after my 485 was filed (1 month after 140 was filed ). I haven’t notified the INS about this and my I140 has been approved. My question is… Does the AC21 say that

I can leave the employer only after 180 days after the 485 has been pending (and 140 approved)

Or

I can use AC21 as long as the 140 gets approved and the INS adjudicates my case after 180 days after the 485 is pending.

So the question is (Does the law really say I can’t leave the employer 180 days before 485 is pending or does the law say that AC21 can be used if the 140 is approved and 485 is pending for 180 days.)

So its alright that I left my employer when my 140 was not approved and my 485 was just 20 days pending. (Because right now my 140 is approved and my 485 has been pending more than 180 days. But this was not the case when I left my job)
 
The reality is lots of people leave before 140 is approved. This works out if the emloyer does not revoke the 140.
People also quit before 180 days of 485. This also works as 485 does not get adjucated in 180 days.
So everything works- in the circumstance. The AC21 laws are new and vague and there are not too many precedents yet. We have not yet noticed any bad interpretations of the law yet by BCIS.
