RE: TN1 Visa.

I am a Canadian citizen and my brother is a US citizen,

I need advice on whether my brother should apply for a family-based immigration visa for me first, and then I should apply for a TN1 visa, OR if I should first apply for a TN1 visa and then apply for a family-based visa later.

Does the order of these two visas matter, and do they conflict with each other?
 
Last I heard a family based immigration visa sponsership takes almost 10-15 years. TN would be faster, but remember its a non-immigrant visa (so no intent to immigrate).
 
I would think you would want to get to work in the US as soon as possible, so TN-first is the way to go. While technically you should not have intent to immigrate, your TN sponsor could decide to try and hire you permanently, which would not take that long -- and as we know there would be protection if filing an I-140 (for employment-based immigration) that is not necessarily available if an I-130 (for family-based immigration).

Or, you might meet a US citizen to marry while you're on TN.

So, get TN, and then evaluate in a few months if it is worth the risk in filing a F4 priority petition that may never materialize and could cost you TN.
