Re-organization of fed. depts.

With the soon implementation of "homeland security" dept, theres going to be a re-organization very soon. Do you think this will expedite INS processing, quickly moving long pending cases, especially with the intent to identify any suspected cases and make immigration clean?

Or any slight changes in INS procedures for that matter?
