the reason for this simple. no one who votes cares about this. in fact, some people who vote would prefer there'd be zero immigration. once people get through the weedwhacker, they move on unless they have other family members in it. but bottom line is there is no constituency. the other piece is that congress deems this agency (and the function it performs) to be so important that it gives it zero funding. similar as the system for many embassies. the logic is obviously why should us persons pay when foreigners can? the other piece is that the law is extremely convoluted and little interpretation is given. moreover, the function is much more like a police function so despite the language "customers" etc., the relationship is basically b/t cops and applicants (or supplicants). add to that there are relatively few limits on the numbers that can apply and a huge demand for those spots that even outstrips that supply and you have the current system. in that sense the system is unique - most countries either allow no one in or if they allow people in provide for a much faster and more straightforward system - in general, fewer people are upset at those countries even if their policies are less generous b/c the expectations are set much lower.
 
to give an example, while many countries require some period, e.g., 5 years in residence status before citizenship can be applied for - many (e.g., I believe, UK) include any legal status as fullfilling that requirement. similarly, many countries give preference to people who have been in those countries for many years (e.g., students). the us system is exactly the opposite - take for ex., the diversity lottery where someone with zero connection to the us can apply and get in. at the same time, a phd who had been here for 10 years has to go through labor cert, etc. frankly, I think this is all because the us has been so stable for so many years that no one bothered to do a grounds up review of the whole system and the bureaucracy just kept rolling and too many interests are too far entrenched to do anything about it. the same is true for other parts of the federal bureaucracy.
 
Yes, but look at the rate of rejections of N400's based on some many different reasons.

I mean, I have friends from Bangladesh who were rejected because they said they were not married or they could not prove it, and they had to pay an addtl $650 to appeal the decision, get a lawyer, after which they were instantly approved.-

What does this mean? Why would they get rejected for being single?

How does one go about "proving" one is not married?
