The rule is that anyone with a Canadian PR does not require a visa to enter US.
Now if someone on a H1 B visa (and a Candian PR) is laid
off in the US can he maintain his status based on his Candian PR
(can he stay back in US and keep looking for jobs) ?

Canada PR has nothing to do with US H1b status, If one is laid off and can not find job in short time by H1B transfer he is out of Status and is not protected by Canada PR status
 
That means say if someone with an H1 B visa gets laid off in the US , he or she would have to leave and re-enter US on his/her Canadian PR and then would be in status.
 
If you are laid off and don’t have H1B visa job, you are out of status, just going to Canada and entering on Canada PR in US is not going to be on Status, H1B status was granted for a particular job with particular skills with particular employer, you are not working with the employer on H1B Visa, just entering us will not put you automatically on H1b status. Discuss your options with US immigration lawyer
