re-entry to US if H-1B is rejected in Canada after sept11th?

hi
  I am planning to go to Vancouver Canada for stamping of my H-1.
If for any reason my Visa application is rejected, will I be allowed to re-enter US.
    It seems before sept-11th,a person coould re-enter US even though his
Visa application had been rejected. Has it changed after september 11th?
 
You may have to get it from your home country

As long as you have valid visa, you have no problem. But if you have an expired visa with an H1 approval.. the new law will not allow you to return. They will stop you at the border and ask you to go to your home country and get the visa stamped. Thats what I heard from my lawyer. If you find any further information please post.
