re-entry permit, processing times, expedited, some questions

My current re-entry permit expires in May 2010. I would like to make sure that I apply for the next one at the best strategic time to make sure that I have a re-entry permit which will not expire within 2010-2012 period.

I use my re-entry permits as a traveling document (short tourism vacations each year to different countries (no more than 2 months per year, since I can't renew long-expired national passport.)

1) Can I apply for a new re-entry permit before my current one expires?
2) Do I have send them my un-expired re-entry permit in order for them to issue a new one?
3) What are some legitimate reasons to give to make sure the i-131 will be expedited?

I am currently on my 2nd re-entry permit. I do not plan on applying for naturalization anytime soon, so I just want to keep getting my re-entry permits so I can continue traveling and be able to get back into USA with no problem.
