re-entering to the U.S.

I was a student and I had F-visa in 2009, but I couldn't continue my degree to finish due to my money circumstance. I became out of status Jan 2009 and i stayed until early April because I didn't know I had to go back asap.
I want to know I am able to visit america w/ o visa as a tourist. ( I am Japanese)
I also want to know it is possible to reenter the school in the U.S.

I have no idea about the tourist visa.

But, about reentry into school. It depends on some things. Was the International Student Advisor at your school aware of the fact that you were dropping out due to financial reasons? If you simply left without talking to anyone, you have to reapply for a visa all over again.

Yes My international advisor knows that I left because of the circumstance. Is it gonna affect some problem when I apply to another school?

I am just wondering that I have to apply for tourist Visa to visit america.
If I want to apply school again, I must to have a audition in the U.S. because my major is music.
