RD and FP deterimine if your case will be fast

RD will deterimine the overall date
and FP will decide some ppl will be faster than others even they have month RD difference!

I personally think it is because BCIS is trying to avoid the 2nd FP.
 
One of my friend RD 12/11/01 , ND 12/19, FP in June
SO I personally think it will be approved little bit later than the same EAD no.
