Nothing special with Oct 2003 ... it looks like the new policy (or USCIS understanding of so many memos, definitively different from all our interpretations) is to do massive transfers ... check my posts here:

and you'll see that between Jan-June 2003 there are dates where more that 30% of the cases were transfered in the last month, so it looks like some "hard working" adjudiciators touched some Oct cases also.

Agree nemessis. I feel we will see more of such transfers, for atleast cases filed till March 2004.

when will they transfer the case? Once ur 140 is approved? or even before 140 approval?
