Random thought: who is on the hook for DV winners in terms of financial support?

Just something i was wondering, for other immigrant visas (maybe not all but the close relative ones - Fiance, Spouse), someone has to sign affidavit of support I-864 and that person would shoulder the financial burden once the immigrant entered the USA.

For DV cases. would the state/federal be liable then?
 
Government, be it State or Federal is NOT liable for supporting any immigrant. A DV based immigrant may be required to submit an I-134. However, since the I-134 is not enforceable, the migrant becomes personally liable should the government decide to come after them for receiving means tested public benefits which they’re not eligible to receive.
