Quota question for Indians and Chinese

Hi:

I realize that with new rule..the unused GC qouta from other countries is used towards Indians and Chinese. Do each of the centers release # of GC\'s issued so far etc.. if so, does anyone know how it might affect Indians and Chinese...surely since there is a limit of GC\'s per year..there has to be some impact..

I am suprised that nobody on these boards mentions the quota issue..thanks

Good Point Here is a scenario

PD - 97 1000 cases with ND of 3/2000
PD - 99 2000 cases with ND of 9/2000

Now if the total Quota is 2000 for argument sake, now the 99 cases would clear because of their ND earlier compared to the people with earlier PD. This would cause the PD to be pushed backed, May be till 96 .....
If this happens then the number are consumed haphazardly

Now the Catch here is if your are smart your chances of Getting a GC is not how early you apply and get your PD but the place and timing from all the intermediate process takes and how early you get the ND ?? Which is at the mercy of the company,lawyer and state where you are filling the Labor and all the prior process ???

This is a Catch 22
