Quota for H1 in underserving areas

Hi,

Is there any quota on H1s for Physicians who work in underserving areas? Currently I am working on L2 and with the current economic changes, It may so happen that my spouse who is on L1 may be out of USA.

I am planning to apply for H1 and wanted to know if H1 quota does /does not apply for H1 visa for me.

What about non-profit work, ie working in a company that is a registered 501c-3?
