My parents' FP is scheduled for tomorrow. The only photo IDs they have are the copies of their passports. All their documents including passports were stolen. I've got a police report about the theft. Will they be allowed to get in and complete FP with the copies of their passports?

I doubt it.

It is too late for you to ask the immigration customer service.

Anyways, you'll be the wiser tomorrow.

My daughter went for her FP with a copy of her green card (she just misplaced it and couldn't find it the last minute), but she had her student ID and her driver's license with her. They let her do her FP.
My parents don't have any other photo ID's. So, we'll see.

The FP was scheduled for 2 PM. When we got there, there was a line to get in. We waited in line for about 1.5 hours. My parents got in. But the immigration officer in that office was gone by 4 o'clock. And no one else could make a decision whether or not my parents could have their fingerprints taken without the original photo IDs. We were told to go back Saturday morning and talk to the immigration officer.
After that we went to Armenian consulate and applied for new passports. It might take up to 5 months to get their passports. So, I am going to ask the immigration officer not to postpone their FP because of that. I understand the chances are slim.

They can get a state ID or something like that - it usually doesn't take long...

In GA you go to the DMV office (same as where you issue the driver's license).

You need to bring as many documents you have - a police report pertaining the theft/loss would be greatly appreciated.

Here in GA however they are much more strict with illegals (oops, did I use a no-no word?). I think in California they are more liberal. Check your DMV office website for the exact requirements. I heard here that some people have managed to get around the official requirements so you may also be lucky...

In any event I do not think you have anything to lose - Worst case scenario they won't give your parents an ID card.

I checked the DMV's wesite, then I called the DMV. I was told that the DMV would not issue any ID cards without seeing my parents' original passports.
Anyhow, Saturday morning we went to the ASC again for fingerprints. The immigration officer there told me that she couldn't allow them to take fingerprints without photo IDs. She also told me that I could probably get some temporary ID's from Armenian consulate, which she would accept.
