Questions on GC application for mother with pre-existing condition

Hello all. I am planning on submitting a green card application for my mother and wanted to get your feedback on a few questions. Here's a summary of the situation:

- My mother is 71 years old. My father passed away 15 years ago and my mother has been living by herself in India since then.
- She has a pre-existing kidney condition and is on dialysis 3 days a week.
- I am a US citizen (for 2+ years now) and would like to apply for permanent residency for her. We would like her to live with her children/family for the remainder of her life.
- She has a 10 year multiple entry visa which is currently valid.

Questions:
1. Is it okay if she comes to the US on her visitor's visa and then I apply for her green card when she is here?
2. Will her pre-existing health condition affect her chances of getting a green card?
3. Could you please direct me to the ACA option(s) that will cover her health situation?

I searched the forum for similar questions/situations but couldn't find any threads. If you know of any such threads, please direct me to them. I appreciate your help.
 
1. She cannot enter on a visitor visa with the preconceived intent to do Adjustment of Status in the US during that trip
 
She can't apply for AOS from here but has to apply in her home country and even risk to get a ban if she apply from here as she than will be seen as lying to border control as she entered with the intention to stay and that is not the intention of her visa so that will most likely be a huge issue and you don't want to risk her not able to enter any more.
