Questions on Affidavit of Support not required if beneficiary has 40 credits of SSA

I'm sponsoring both my parents. I will be required to file an i-864 for my mother, but my father worked here and has 40 credits of social security. He is currently receiving retirement benefits overseas from the US government. From what I've read, it says no i-864 is necessary for someone with 40 credits.

I just received the paperwork to send in the Affidavit of Support fee of $70 to the NVC. I e-mailed them asking about my father's situation, and they wrote back saying he qualifies for the 40 credits, so all we need to send is a certified earnings statement from the SSA.

However, they didn't write to tell me where exactly I need to send this? Do I send it with the $70 fee for my mother to the St. Louis NVC address? Or do I include this with the DS-3032 agent choice form to the New Hampshire address?

They haven't written me back, and when I call they seem clueless as to what I'm talking about. The people on the phone insist I have to do an i-864 no matter what. I've looked all over the Internet for information, and I've read through this forum to see if anyone else has had to figure this out. Anyone have any ideas on this?
 
Are you sure they want a 70.00 fee for the 864? I only know about marriage based AOS, but there is no fee for filing the 864. The only fee that is 70.00 is the biometrics.

As you have seen, one hand does not know what the other hand is doing at the USCIS... I would just file an 864 for your dad also so you don't have the hassle of someone not understanding and sending you a RFE.
 
Yes the fee is required, I'm going through consular processing. It is definitely required, it says so right on the letter.
