Questions LC in Florida

Mybe somebody can answer what means that in LC. I
wanna know how many steps have that process, because i
apply in february 12, 2002, and in December, the
current status showed me
December 12 Batched for transmmital, what means that
and why when i apply the status showed me RIR : NO and
now RIR : Yes. I don't know if i am a less distance
to get the LC or long distance.
