Questions about B visa

I have a friend from delhi who was thinking about getting a B2 tourist visa, but she had some questions.

First, she was trying to figure out how difficult it would be for her to get a 6 month tourist visa to the US. She has a government job working at an embassy in delhi, her family is middle class, but she has never left india.

Second, if it wouldn't difficult to receive a tourist visa, how long would it take to process? She would like to visit the US in the second week of January 2009. So when would be a good time to apply?

Third, I think she will need someone to sponsor her, correct? If so does it make a difference in how fast it will be processed if it is a US citizen versus a Green Card holder?

Since she works for a foreign mission, I would rate her chances better than an average candidate.

Anything about how long the process takes to receive a tourist visa?

Would it better for her to just apply now and speicify the date when she will leave..say for Mid March?
