Does BCIS issue a second fp notice (if needed) only after RFE's are cleared.
What I am trying to say is if a person gets second fp notice, (s)he is almost through with no RFE's to follow?
Kindly let me know if am right in making that assumption from your experiences.

You may receive an RFE before or after 2nd FP.

There is no particular order.
