I have been thinking about this for a little while now.
I read that when someone got their GC back then they also had to go through the FBI Name Check ....
So for the ones who are stuck now in the Name Check Mess here is a question for you.
When you waited for your GC to be approved ... how long did you have to wait for that ? Short time, long time .. average time (what is average time with the government ? LOL) .. anyway .. I just thought maybe that is a way to go by .. I don't know.

As you can see from Appendix C (pg. 43 actual page #), it depends on whether you're getting the green card for the first time or if you're renewing it.

There is a FBI Name Check if you're getting the GC for the first time (ie. adjusting status I-485) but not when you're renewing it (ie. filing I-90).

It doesn't matter how long it takes one to get their GC since the processing goes through different channels (this was the information I got from USCIS personnel).

That's why even if you file I-90 and N-400 at the same time, you'll have to do 2 fingerprints.

As far as I know you don't really have a "finger print" appointment when you file the I90. They take a digital pic and the index fingerprint for your new green card.

HappiGal,

I had no intentions of posting misleading or incorrect information. My apologies.
