Question regarding the petition letter for EB1B

My lawyer said Texas Center recently said they prefer the petition letter
come from the Department rather than HR. Anybody knows something about this? Thank you!
 
I am waiting for the comments on “webranger” question. Any idea?

Since Eb1-B is a merit-based petition requiring extraordinary or outstanding ability, a petition letter from fellow peers (i.e. the department) describing the talents of the alien and the justification for the category makes much more sense than a HR letter.
 
I got a letter from my department and Dean stating the importance of my work and permanent job description along with HR letter stating my permanent job.
 
Thanks for your reply. Is it possible that Department itself can file the EB1B without any involvement of HR.
