question regarding Medical Visa

New to this forum but I’m sure I sure will get some help from your forum
My uncle applied for medical visa for US in April 09 but he got rejected. Reason because he with his kids.. Now he applied again after six month alone but again got rejected. This time they told him that your doctor write too much stay..

so my question is should he apply again with the same medical visa or visitors visa?

Help please.
 
actually he lost his leg in an accident. and he wants to come here to get an artifical leg. we attached all the medical documents, docs letter and feeses. but the the they are keep rejecting his.

so please tell me what should he do to impress them?
