Question regarding DV-2016

Hello.
I'm a 19 years old israeli citizen and i want to apply for the DV-2016 lottery.
I suggested my mother to apply for the lottery too, so that i'll have bigger chances. The thing is that my mother doesn't want to immigrate.
Now, if i don't win, but my mother does, and we're doing the whole proccess for green card (BTW we have an American sponser), can i immigrate to the US without my mother, and even if she'll loose her green card i will be able to maintain it and live in the US?
Or In fact that the applier itself must move to the US in order that his child will be able too?

Thank you very much.

If your mother won, she would have to pay for your fees and hers and she would have to enter the USA and activate her GC with you. You could then stay and she could renounce herGreen card, but that would all be a very expensive process just to increase your chance of winning. She would have to meet the eligibility requirements of course too...

thank you for your answer.
so your'e saying that the actual winner (in this case my mother) must come to the US in order that her and my green card will be activated? can't i activate it my self?
thanks

If she is the winner and you are a derivative she must enter with you or before you.

Your mom as the selectee (if that happens) MUST enter the U.S. with you or ahead of you to activate her GC following which she can take the very next flight back if she wishes.

And my GC will remain active?

Yes. As soon as you become an LPR you become independnet of her as winner. But she must enter.
Bear in mind that by entering she also becomes an LPR, which has associated issues such as tax liability etc. So she must formally surrender her GC thereafter.
