Question regarding bringing married child and his family to US

Hello, I have a quick few questions. My father in law is USC and have a son who is married with kids. They are currently in Mexico. They want to come to US as soon as possible. So the questions are,

-If they come to US with visitors visa and overstay, can they Adjust their status if my father in law applies for the i-130?

- If my father in law petitions for him while he is in mexico, is there anyway they can come to US before they receive the green card? I heard something about getting k4 visa after he files I-130.
