Question regarding address on N 400

I am now 5 years from the receipt of my green card (Dtd 02/14/2005) - and am applying for naturalization. I have been for the past 2.5 yrs been living and finishing my training in NY but my wife has been completing her training in AZ, where both of us lived and worked before my move. We have had houses and pay mortgages in both places. I do spend most of my time here in New York but have Arizona address listed as the official address with USCIS. I did not file AR-11 when I moved to NY, considering AZ as still my permanent residence. Driver licenses for both of us have AZ as the address on record.

Now when applying for the N-400, I would like to know what to put in the Part 4 for my application.

1. Should I put the NYaddress where I am staying at as the primary address, and then put the AZ address as the mailing address - and if I do so, where should I file my application, in the Phoenix area or the New York area (assuming that my wife who has been in AZ applies at the Phoenix office)?

2.Should I file AR-11 now (almost 2.5yrs later)?

3.Should I wait till July when I will be moving to AZ permanently to file an application?

Please advise.
 
If AZ is still your primary residence(and you have sufficient proof of this) , you would use AZ address as physical address and apply to Phoenix lockbox.
You can use NY address as mailing address.
No need to file AR-11 if your main physical address has not changed.

I have being staying most of my time in NY for the past 2.5 yrs pursuing training, but we as a family have had a house in AZ, where my wife is staying finishing her training. The question I have is what to use as a primary address for my application - NY or AZ. I have sufficient proof of primary residence in the form of mortgage payments for both AZ and NY, but with my job being in NY - I spend most of my time in NY, making this the default physical address, which changed about 2.5 yrs back when I moved from AZ, but did not file AR 11 as I still had primary residence in AZ, where I paid taxes and had my family living.

What state is your driver's license from?
 
There is probaly no legal defnition what is primary residence vs secondary residence or permanent vs temporary residence.
If USCIS does not care, then if you say it is yoru promary then it is primary. In practice, you just hope USCIS will treat your DL
address as your primary address.

Do you pay state taxes as resident to both NY and AZ?
 
I do pay state taxes in both states, as I own property in both states.

In my opinion, just arrange addresses in N400 so that it is more convinient for you to do FP, interview and oath.
Perhaps processing time of DO should also be considered.
