Question on the Envelope

Can anybody tell me the significance of a red mark at the edge of the envelope sent by USCIS when they request additional documents?

Is it normal for them to send an envelope of that sort? Also, what happens if that envelope is lost? ( the mail that we received requesting us to send some additional relationship verification related documents said that we were required to send them in that small envelope which had receipt numbers ( LIN ) for each of our cases ).
 
the envelop makes it much easier to match your submission to your file. Remember the USCIS service center is awash in paper work and papers will be lost there if you do not follow their directions.
