Question on the application form for asylum

Hello, guys!

There is a question in the application form: have you applied for permanent residency to any other country?

What is the point of this question and how the answer can affect the asylum application in the U.S., if it is "yes"?

If you have firmly re-settled in another country before making it to the U.S. then the U.S. will not give you asylum.

As an example, google for Steve Li. He is the San Francisco student in the news lately. His parents were from China. They went to Peru. They said they were escaping from and protesting against China's one child policy. They stayed in Peru for many years. The son was born there and did not come to the U.S. until he was 11. That means the family was firmly re-settled in Peru for at least 12 years. Also, in all the media coverage, there is NO INDICATION that they have more than ONE CHILD.

They were denied asylum in the U.S.

Can you guess why?
 
if it was to have an impact on your case,more likely it will be a negative one.It just makes sence to know that if you are escaping what ever reason from your COP and settle in aother country,then that coutry should have protected you for the time while you werer there.I might be wrong.
 
The question is not about resettling, it is about APPLYING for permanent residency and whether it is going to affect the application for asylum. To be more specific, if the applicant is in the US ALREADY, but applied for permanent residency in Canada or Australia, while residing in the U.S. ?
