Question on Sponsor's Notice of Change of Address

My wife got the I-865 package in May, and she also filed "Sponsor's Notice of Change of Address"

In last week, she got a REF???
well, I have tons of question
first of all, I cant recognize the hand-writing
second, I have two i-797, one is notice of recieve of i-130, and the other is approval of i-130, but I never receive 797c (what the hxll is that???)
I don have XPW#, WSC# and A#, I guess I will put N/A

what should I put in Form# or form type? no idea
Whose Date of Birth? I assume is the sponsor......
Complete Name? Sponsor........

BTW, I think that is a big joke, coz USCIS mailed this letter to my wife "NEW ADDRESS"!!!!

Does it mean USCIS want to delay the application???
 
Hello, from my experience, nothing should really be handwritten, every thing should b typed. I suggest you call the 1-800 # for advise, and they should b able to help u further with your problem. Good Luck :)

I think the hand-writing probably says "Person you are sponsoring"
