Question on selective service for my son

Here is a tricky situation on selective service registration for my son :

Son is completing 18 years on March 22th 2010. We could not do online selective service registration (got a message that SSN do not exist in the database so had to mail it). We sent the application by mail 30 days ahead of his birthday. (selective service received it on Feb 24th)

We can (plan to) apply for citizenship on March 18th. So technically my son has not completed his 18th birthday on March 18th, but in realty when the officer receives and process the application, he would have completed his 18th Birthday.

So in N400 form, should I say YES for Selective service to question 33? (The question 33 is - Are you a male who is 18 to 26 years of age? if yes, provide selective service registration number proof)

If I say Yes, I don't have selective service registration number and I doubt I will get one in next 2 weeks

You should wait for the selective service registration number before filing N-400. Only those who are 18 years and over can file N-400 and your son cannot file it before his 18th birthday otherwise it may be rejected.
 
In my opinion, the application has to be truthful as of the moment it is filed. So fill in whatever is the truth when you mail it out. However,
#1. CIS gives you the opportunity to change / update it during the interview.
#2. You can also attach a note to the application describing exactly what you described here. Just mark "see attachment" and put the attachment (a separate page) after the page this question is asked.

Wait until he turns 18 to send in the application, otherwise it will be rejected.

Answering YES on application and providing proof at interview is not an issue.

So March 18 is 90 days before the 5 year GC anniversary for you and your son? Unfortunately, your son is not eligible to file N-400 on March 18 with you. He needs to wait until his 18th birthday. Send his application on March 22 or later.
