Question on RFE

Hi folks,

When does an RFE get issued....is it only after the case has been assigned to an officer does an RFE get issued or could it happen much before?? My details:

Receipt Date: 01/23/02
Notice Date: 01/28/02

FP processed by FBI and sent to INS on 3/1/2003
FP recd by INS on 3/5/03 and processing resumed (AVM)

Called IIO today and she said that they are working on 11/16/01 cases and it could be at least 3 more months before my case gets assigned to an officer (And I was thinking to myself - tell me something new?!!!!)

No not really because I was issued an RFE but my case has not been assigned. CSC doesn't follow any rules....all we can do is speculate
