Question on Concurrent Filing

I have have question about concurrently filing the I-130 and I-485 forms.

I recently married a GC holder and we are about to apply under the I-130 form... and were wondering if we can concurently file teh I-485? We came across a memorandum stating that concurrent filing is allowed for these two forms. Can someone please clarify?

marrying to GC, you need to wait for GC quota (5 years). if you marry to USC, you could file I-130, I-485 together.
