Question for ginnu and other gurus

I got laid off on 11/30/01. I meet all the requirements of
AC21.

I changed jobs and started on 01/13/02 and did not file
AC21 letters. I thought about it, but then the GC approval
came on 01/23/02.

I have some point blank questions.

a) Do you need to file AC21 letter or is it just requested.
b) After I485 is okayed, can they "take it back"?

I am applying for citizenship now and am concerned about
this issue.
