Question DV Visa cut off date

My friend applied for DV Visa in year 2004. I assume that application is for Year 2005..

Has USCIS completed processing all the applications filed in 2004? or they will finish it by September 2005?

If your friend applied at the end of 2004 it is for fiscal year october 2005 to september 2006. Has he received the first notification letter?. There he can find his case number, then check the cut off numbers in the visa bulletin every month.
